On the 29th of May 2018, The National School of Clerks signed the financing contract no. 121/29.05.2018 with the Ministry of Regional Development, Public Administration and European Funds, through the Managing Authority for the 2014-2020 Operational Programme Administrative Capacity, thus, on the 29th of May 2018, NSC started the implementation of the project named “Increasing the level of professional training for the auxiliary personnel in order to face the new legislative challenges”, code SIPOCA 455/code MySMIS 118716, within the project request no. IP 9/2017 “Quality, transparency, ethics and integrity of the Judiciary”, financed through the 2014-2020 Operational Programme Administrative Capacity.

Through this project, The National School of Clerks aims to increase the professional training level of the auxiliary personnel within Courts and Prosecutor’s Offices, in order to improve the quality of the services provided within the judicial system, as a general objective, as well as to improve the auxiliary personnel’s professional knowledge and skills within Courts and Prosecutor’s Offices, aimed at unifying the case-law, as a specific objective.

Through the general objective and the specific objective, the project aims to contribute to achieving both the objectives assumed by the 2015-2020 Judiciary Development Strategy, as well as the specific objective 2.3. of the 2014 – 2020 Operational Programme Administrative Capacity: “Ensuring increased transparency and integrity of the Judiciary in order to improve the access and quality of the services provided at its level”.

The project aims to form over 2.000 clerks within the Romanian judicial system, on the one hand, clerks in execution offices (Court clerks, statistician clerks, documentary clerks, archivist clerks, registering clerks), and on the other, clerks in leading offices.

By implementing this project, The National School of Clerks aims, regarding the specialized auxiliary personnel within all the Courts and Prosecutor’s Offices, to improve the professional knowledge and skills in the file management field, by organizing 81 training actions and, also, the professional knowledge and skills in professional ethics and non-judicial skills field, by organizing 40 training actions.

The project implementation started on the 29th of May 2018 and the June – September period was dedicated to the successfully completed public procurement procedures, thus, on the 1st of October the professional training seminars have begun. Thus, between October 2018 – November 2020, within the project, 83 face-to-face seminars were organized in the following fields: file management in civil proceedings, file management in criminal proceedings, criminal file management within Prosecutor’s Offices, professional ethics, non-legal skills, which were attended by 1.629 clerks.

Within the project titled “Increasing the level of the auxiliary personnel’s professional training to face the new legislative challenges”, activity no. 3 regarding the establishment, testing and commissioning the eLearning platform was foreseen, through which NSC will conduct courses and disseminate relevant materials drawn up following training activities for all the auxiliary personnel within the judicial system.

Thus, between October 2018 – November 2020, within the project, 10 eLearning seminars were organized in the following fields: file management in civil proceedings, file management in criminal proceedings, criminal file management within Prosecutor’s Offices, which were attended by 532 clerks.
